License Container NOT Found… Scope not defined

Use Internet Explorer to connect to <http://localhost:1947> and perform the following:
1. Under the Configuration | Access to Remote License Managers Tab >> Check the Allow Remote Access to ACC
2. Click Configuration | Access to Remote License Managers Tab >> Check the box after Aggressive Search for Remote Licenses and add the following statements to the Specify

Search Parameters Box testing the result after each entry by clicking the Sentinel Keys on left. Should see keys here.
A. Allow=all
B. Click the Access from Remote Clients tab and type Allow=all
B. Back in Access to Remote License Managers Tab – Type the IP address of the SQL Server
